When setting up a Branch account for Central Billing, there are settings under Admin / Control Panel / Central Billing, that control if the invoices are Automatically Authorised for Payment when they are received by the Central Billing system.
If this is to be managed manually, untick this setting.
When the initial sync is done, all outstanding invoices will be sent to the Central Billing system, including any current invoices, these will be automatically authorised. But going forward from the next sync, if the invoices are managed manually, they will show in the Authorise Invoices screen.
